I'm pretty sure you're not supposed to do it the rest of the time either because it diminishes your ability to hear everything else, e.g. horns beeping, other cars coming, the crunch of a cyclist as you plough over them... Also, it makes people look like utter wankers...

not really, im an excellent driver and whenever im litsening to music in my car i turn it up as loud as i please. that's nobodies bussiness if the people around me don't like it then they can allways turn up their speakers and litsen to the music they wanna hear.
